The PCA and the police service launch investigations into a fatal police shooting in south trinidad

FREEPORT POLICEOne day after a fatal police shooting, Head of the Police Complaints Authority David West says the Organization’s hands are tied when it comes to carrying out its duties effectively.

He said that on a weekly basis he fields complaints from citizens who want the PCA to help them.

However he disclosed that he often feels paralyzed because of the lack of amendments necessary to allow the PCA to Act.

He made the comments in a televised morning show today.

The video appears to have been shot by the sister of 37-year-old Adele Gilbert who was allegedly shot dead by police.

The sister’s screams could be heard throughout the video.

Commenting on the incident, West stated that persons in the area who were privy to what happened or who would have seen the video would be less inclined to want to help the police.

He said that incidents like what occurred on the video made it difficult for members of the public to trust the police.

Reports indicate that Gilbert was working on a construction site near his Carlton Lane home when police arrived at around 1 pm.

According to investigators Gilbert began shooting at the officers in a bid to escape and the officers responded, shooting Gilbert twice in the back.

He was taken to the San Fernando General Hospital where he was pronounced dead on arrival.
